Pentagon Budget Battles

The White House and Capitol Hill are engaged in a showdown over money for F-22 fighter jets, a symptom of an inevitable and difficult change of course for the Pentagon’s budget. Oxford Analytica’s Early Warnings:

[2008’s] budget may come to represent the high point of defence spending, as pressure to control the growth of outlays is likely to increase in the coming years. [...] The next president will be left to determine the fate of the Air Force's F-22 advanced fighter jet. While 20 aircraft are to be procured during the 2009 fiscal year, no funds are requested to either close the production line or produce more aircraft in the following years.

While Congress may restore funding to some weapons systems slated for cuts, the broader outlines of Gates's reform programme are likely to be approved.

Secretary of Defense Robert Gates has managed to secure much of his procurement reform agenda, despite considerable congressional opposition. However, a crucial showdown is shaping up between the White House and Capitol Hill over the F-22.
